How to Report Suspected Criminal Violations by USCIS Employees. Information from the USCIS website - uscis.gov

If you have knowledge of suspected criminal violations, misconduct, wasteful activities, allegations of civil rights or civil liberties abuse, fraud, waste, abuse, or mismanagement involving Department of Homeland Security programs or operations, you can report them to the DHS Office of Inspector General. Calls can be made anonymously and confidentially.
