As was announced by the US Department of State in their
monthly Visa Bulletin, Spouses and Children of LPRs (permanent residents) can apply
for green cards in August. Visa numbers will be made available in August 2013 to
spouses and unmarried children under 21 of permanent residents for ALL countries of
birth.
The priority dates will be CURRENT in August 2013 for all
countries of birth in this visa category. Therefore, they will advance by
almost 2 years in just one month!
Please remember that this will be true only in August, not in
July. It's also not clear what priority dates will be announced in
September 2013.

As a practical matter, if you are a LPR
(permanent resident) and you petitioned for your spouse and children who are
abroad, they can apply for immigrant visas (green cards) in August. If your
spouse and children and lawfully in the United States and are not overstays,
they can apply for adjustment of status (green card). If you have any doubts or
your spouse is overstay, you shall consult with an experienced immigration
attorney before filing any immigration petition or application.
